What is the DeCA?

The DeCA (Electronic Administrative Control Document) is the digital version of the control document for public road goods transport within Spain. It is not a new document: it is the same control document under Order FOM/2861/2012, now in electronic format.

Legal basis: article 222 of Royal Decree 1211/1990 (ROTT), Order FOM/2861/2012 and the eighth transitional provision of Law 9/2025 on Sustainable Mobility.

  • Regulation: Spanish Law 15/2009 and Order FOM/2861/2012
  • Format: digital document with a unique URL and QR access
  • Storage: digital archive always available

Who does it affect?

It affects you

  • Public road goods transport within Spain (national and cabotage).

It does not affect you

  • International transport, which continues to be documented with the CMR/eCMR.
  • Private ancillary transport.
  • Exceptions under article 2.1: transport exempt from authorisation, removals, parcel and similar delivery, and broken-down vehicles.

What happens if you do not comply?

There is no extension or penalty-free phase after 5 October 2026.

  • Law 9/2025 does not create a specific new fine: the general penalty regime of Law 16/1987 (LOTT) applies to control documentation.
  • Depending on the conduct, it may be a minor, serious or very serious infringement (lacking the document, being unable to show it or falsifying it).
  • A penalty may be issued per shipment and per inspection.

From when is digital DeCA mandatory?
DeCA is mandatory in digital format from 5 October 2026 for public road goods transport within Spain (national and cabotage).
Does it affect international transport?
No. International transport continues to be documented with the CMR/eCMR. DeCA applies to domestic and cabotage transport.
Can an eCMR serve as a control document?
Yes. An eCMR containing the data required by article 6 of Order FOM/2861/2012 also serves as a control document.
