What is the HeRU?

The Electronic Route Sheet (HeRU) is the digital version of the route sheet required for public road passenger transport in Spain.

It contains the same information as always, but generated in native digital format before each service, and lets you prove it to inspection via a QR code.

From when is it mandatory?

The HeRU is mandatory in digital format from 5 October 2026 for public passenger transport services subject to a route sheet. There is no extension or penalty-free phase.

What is the HeRU?
La Electronic Route Sheet es la versión digital de la hoja de ruta exigible en el transporte público de viajeros por carretera. Se integra en los documentos electrónicos de control administrativo (DeCA).
Who is required to generate it?
The transport company performing the service. The agency, school or organiser may provide the data, but the obligation falls on the carrier.
When is it mandatory in digital format?
From 5 October 2026, under the eighth transitional provision of Law 9/2025 on Sustainable Mobility.
Is a scanned or photographed sheet valid?
No. The rules require a natively-generated digital PDF, with a QR code and a direct-download HTTPS URL. Scans and photos are not valid.
Is signing it mandatory?
No. The signature is not mandatory for the administrative validity of the route sheet.
¿Puedo emitir eCMR y HeRU con TransLedger?
