What is the HeRU?

The HeRU (Electronic Route Sheet) is the digital version of the route sheet for public road passenger transport. It is part of the electronic administrative control documents (DeCA).

Legal basis: article 222 of Royal Decree 1211/1990 (ROTT), Order FOM/1230/2013 and the eighth transitional provision of Law 9/2025 on Sustainable Mobility.

Scope: passenger transport within Spain
Regulation: Law 16/1987 (LOTT) and Order FOM/1230/2013

Who does it affect?

It affects you

Discretionary services: excursions, transfers, charter, events and tourist services.
Reinforcements of regular lines and collaboration in regular special-use transport.
Cabotage operations carried out in Spain.

It does not affect you

Vehicles assigned to a regular general-use service.
Regular special-use transport with own vehicles.
International transport and private ancillary transport.

What happens if you do not comply?

There is no extension or penalty-free phase after 5 October 2026.

Not carrying the required route sheet on board is a serious infringement under the penalty regime of Law 16/1987 (LOTT).
The transport company is responsible for generating the route sheet, giving it to the driver and keeping it.
The exact amount depends on the facts verified during the inspection.

From when is the HeRU mandatory?

The HeRU is mandatory in digital format from 5 October 2026 for public road passenger transport services subject to a route sheet (Order FOM/1230/2013).

Does it replace paper?

Yes. Generating the sheet only on paper, scanning it or photographing it will not be valid: it must be generated digitally before the service effectively starts.

What data must it include?

Transport company (name and tax ID), contracting party, origin and destination, date, bus registration, driver (name and tax ID) and nature of the service.

Does it need to be electronically signed?

No. The signature is not mandatory for the administrative validity of the route sheet.

Does it affect international transport?

No. International transport continues to be documented with the documents provided for in international conventions.
